Amazon Eyes Africa with Direct-to-Smartphone Satellite Network
Amazon is preparing to expand its satellite communications business by connecting smartphones directly to its low-Earth orbit (LEO) satellite network. The company has applied to the U.S. Federal Communications Commission (FCC) for approval to deploy up to 5,105 satellites. The constellation would provide voice, messaging, data and emergency services without relying on conventional cellular towers.

Amazon is preparing to expand its satellite communications business by connecting smartphones directly to its low-Earth orbit (LEO) satellite network. The company has applied to the U.S. Federal Communications Commission (FCC) for approval to deploy up to 5,105 satellites. The constellation would provide voice, messaging, data and emergency services without relying on conventional cellular towers. Deployment is expected to begin in 2028.
The new constellation builds on Amazon Leo, the company’s fixed broadband satellite network. Amazon plans to extend coverage beyond existing terrestrial networks by working with mobile operators. The company says the service is intended to complement existing telecommunications infrastructure, helping operators reach areas where conventional networks remain limited.
Africa Offers Significant Growth Potential
Africa could become an important market for the new service, with many rural and underserved communities still beyond the reach of reliable mobile networks. Geography, low population density and the high cost of infrastructure continue to limit network expansion across much of the continent.
Amazon has already begun building partnerships to address those challenges. In South Africa, Amazon Leo has partnered with Herotel, which plans to launch satellite broadband services in 2027 for households and small businesses beyond the reach of fibre and fixed wireless networks. The company is also working with rural connectivity provider Vanu to improve mobile coverage across southern Africa.
The company estimates that about 40% of the region’s population remains unconnected. A study it commissioned estimates that non-geostationary satellite systems could generate $16.9 billion in annual economic benefits across southern Africa, highlighting the commercial potential of expanding satellite connectivity.
Expanding Satellite Services
Amazon’s plans extend beyond fixed internet access. The company wants to integrate its satellite infrastructure into existing mobile networks through partnerships with local operators. This approach would help extend coverage without requiring major investment in additional fibre or mobile towers.
Compatible smartphones would connect directly to the satellite network without specialised antennas or extra hardware. Users could access voice calls, messaging, mobile data and emergency services in areas without terrestrial coverage. Availability will depend on regulatory approval in each country.
Amazon also plans to use spectrum and selected assets from Globalstar. The company announced a proposed $11.6 billion acquisition in April. The transaction remains subject to regulatory approval and completion.
The expansion places Amazon alongside Starlink, AST SpaceMobile and Lynk Global, which are also developing direct-to-device satellite services. Starlink currently leads the market with a larger satellite constellation and broader commercial deployment. Amazon hopes to narrow that gap through partnerships with mobile operators and an expanded satellite communications portfolio.
