Uganda’s Parliament Launches Strategic e-Parliament Project

Uganda’s Parliament has launched an e-Parliament project as part of its Strategic Plan for the financial years 2025/2026–2029/2030. The unveiling took place on Friday, 26 September 2025, at Parliament.

Speaking on behalf of the Speaker of Parliament, Anita Among, Hon. Esther Afoyochan, Zombo District Woman Representative, emphasized that the Parliamentary Commission will lead the implementation of the plan. She noted that the Commission will rely on strong legal and policy frameworks, alongside transformative measures such as digitisation and digitalisation of processes.

“Together, let us build a Parliament that is people-centred, efficient, innovative, and accountable, a Parliament that truly reflects the aspirations of Ugandans today and for generations to come,” said Among.

The Speaker explained that the Strategic Plan aims to strengthen the independence and effectiveness of Parliament, improve legislation, deepen oversight of public resources, enhance citizen participation, and promote transparency and accountability.

Investment in Technology and Security

Parliament’s Director of Corporate Planning and Strategy, Racheal Emaasit, announced that the e-Parliament project will include investments in modern IT, capacity building of staff, and robust cybersecurity protocols. The plan also details automation of systems and contingency measures to address potential infrastructure failures.

Tracking Progress on Sustainable Development Goals

Emaasit stated that Parliament will set up a dedicated SDG Secretariat to coordinate tracking and reporting of contributions to the Sustainable Development Goals (SDGs).
“To effectively monitor Parliament’s role in the SDGs, we need a dedicated Secretariat and a strong reporting mechanism,” she said.

The initiative aligns with the National Development Plan IV (NDP IV) and carries the broader goal of building a people-centred Parliament.

Enhancing Legislative Efficiency

Through the Strategic Plan, Parliament seeks to:

• Improve the legislative process from 62% to 85%.
• Increase budget alignment to NDP IV from 71.4% to 90%.
• Enhance responsiveness to citizens’ needs from 57% to 75%.

Emaasit emphasized that Parliament will strengthen citizen participation, improve budget scrutiny, and invest in physical infrastructure.

Assurance from Parliamentary Leadership

Clerk to Parliament, Hon. Adolf Mwesige, assured stakeholders that the Strategic Plan fully aligns with NDP IV guidelines.
“We share a commitment to strengthening the capacity, performance, and relevance of Parliament in fulfilling its constitutional mandate,” Mwesige said.

Call for ICT and Research-Driven Governance

Charles Oleny, Deputy Executive Director of the National Planning Authority (NPA), encouraged Parliament to adopt ICT-driven processes, enhance research capacity, and support a well-resourced professional Parliamentary Service. He stressed that committees must deepen scrutiny of public expenditure and government performance, guided by data, evidence, and fairness.
“This will ensure inclusive and citizen-centred representation where the voices of women, youth, and marginalized groups are heard and acted upon,” Oleny said.

Representing the Head of Public Service, Lucy Nakyobe, Deputy Head of Public Service Mary Wanene pledged that the Ministry of Public Service will partner with Parliament to deliver the national development agenda efficiently and effectively.read more here
