Transnet, South Africa’s state-owned logistics utility, has voiced its support for government reforms aimed at facilitating increased private sector involvement in the country’s ports and rail infrastructure.

Andile Sangqu, Transnet’s chairman, provided an update on the utility’s operational and financial performance, highlighting its ongoing implementation of the Recovery Plan initiated in October 2023.

Sangqu emphasized that Transnet is aligning its Recovery Plan with significant legislative and regulatory changes prompted by the National Rail Policy and the Freight Logistics Roadmap. He reiterated Transnet’s commitment to these policy imperatives and emphasized the company’s progress in implementing them in accordance with government directives.

“We fully embrace this policy shift, and we are making substantial strides in its implementation, as per government expectations,” Sangqu stated. “This process presents numerous opportunities for Transnet, enabling better utilization of the rail network.”

Anticipating the entry of new users into the system, Sangqu highlighted the potential introduction of alternative technologies and innovations that could enhance system efficiency and service quality. He underscored Transnet’s commitment to utilizing access fees to maintain the rail network to ensure safe and reliable operations.

Transnet remains dedicated to meeting the deadlines set for this transition and continues to engage with the government, acknowledging areas where additional time may be necessary to ensure smooth implementation without unintended consequences.

Sangqu expressed appreciation for positive feedback from private sector rail operators, recognizing the long-term benefits that increased private sector involvement would bring to their businesses and the broader economy.

Transnet’s Recovery Plan, launched in October 2023, aims to expedite private sector participation and strategic transactions. One such initiative involves upgrading and modernizing the Durban Container Terminal (DCT2), which has operated under the same infrastructure since 1963.

Highlighting the critical importance of efficient port operations for South Africa’s trade, Sangqu emphasized the economic challenges posed by congestion and delays at ports. He cited international comparisons, indicating that South African ports lag behind in achieving competitive outcomes, as evidenced by the World Bank’s Container Port Performance Index 2020.
