Togo Resumes Mineral Exploration Permits After Suspension

Togo has resumed issuing mineral prospecting authorisations and exploration permits after several months of suspension, reopening the application process for companies and investors seeking to explore for minerals. The decision follows an order signed on August 18, 2026, by Minister Delegate for Energy and Mineral Resources Robert Koffi Messan Eklo. It applies nationwide and comes as the government works to improve its understanding of Togo’s mineral resources while preparing reforms to the sector’s regulatory framework.

Applications Resume Under Existing Rules

The lifting of the suspension allows companies to submit new applications, but it does not give them automatic approval to begin exploration. Applications will continue to be processed by the Directorate General of Mines and Geology. Companies seeking an exploration permit must demonstrate their technical and financial capacity, submit a work programme and provide details of the proposed exploration area.

An exploration permit is valid for three years and can be renewed twice for two years each. Prospecting authorisations follow different rules. They are non-exclusive and allow holders to search for mineral substances within a defined area for two years, with the option of two one-year renewals.

Mining Code Review Continues

The government introduced the suspension in March 2025 as a “strategic pause” while it prepared changes to the legal framework governing the mining sector. Authorities want the revised framework to strengthen sustainability, transparency and inclusion while improving oversight of natural resource development.

The review forms part of wider institutional reforms that followed the adoption of Togo’s new Constitution in May 2024. The resumption of exploration applications allows companies to restart the permitting process while the Mining Code review continues. The government also wants a clearer picture of Togo’s mineral resources before expanding their development.

In 2024, the ministry said it had analysed 370 mineral resources, including gold bars, precious stones and geochemical samples. The work is intended to improve understanding of the country’s mineral potential and identify opportunities for future exploration and investment.
