The Tanzania-Zambia Railway Authority (TAZARA), a critical artery for Central Africa’s copper trade, is set for a major transformation. After decades of aging infrastructure, limited capacity, and operational challenges, Zambia, Tanzania, and China’s China Civil Engineering Construction Corporation (CCECC) have signed a $1.4 billion investment deal. The initiative targets the 1,860-kilometer railway linking Zambia’s Copperbelt mines to the port of Dar es Salaam, with the goal of boosting efficiency, reliability, and regional trade competitiveness.

Scope of the Project

The revitalization plan is both comprehensive and ambitious. Around $1 billion will be devoted to rehabilitating railway tracks, focusing on safety upgrades, improved train handling, and expanded freight and passenger capacity. These enhancements aim to eliminate longstanding bottlenecks and reduce delays along the corridor.

Additionally, $400 million will be invested in new rolling stock, including 32 locomotives and 762 wagons. This infusion of modern equipment will increase transport efficiency, accommodate larger cargo volumes, and provide a more reliable service for both freight and passengers along the route.

Key Components of the Agreement

The agreement is structured as a 30-year concession, combining immediate infrastructure rehabilitation with long-term operational oversight. The first three years will concentrate on restoring tracks, bridges, and supporting infrastructure to modern standards. Following this, TAZARA will enter a 27-year operational management phase, ensuring continuous maintenance, efficient logistics, and sustainable service delivery.

Economic and Strategic Benefits

The upgraded railway is expected to deliver tangible economic and strategic outcomes. For Zambia, the project will streamline the export of copper, reduce transport costs and make Zambian copper more competitive in global markets. For Tanzania, the enhancements will strengthen Dar es Salaam’s role as a regional trade hub.

The project will also create jobs, particularly for young people, in construction, logistics, and railway operations. Strategically, TAZARA is set to compete with alternative export routes such as Angola’s Lobito Corridor, offering landlocked copper producers a reliable and cost-effective option for reaching international markets.

Significance of the Deal

For decades, TAZARA has been more than a railway it has been a symbol of regional integration and trade facilitation. Eng. Bruno Ching’andu, Managing Director and CEO of TAZARA, emphasized the deal’s impact: “This concession will mark the beginning of a new era. The investment from CCECC will not only restore our railway infrastructure but also position Tanzania-Zambia Railway as a key enabler of trade and economic growth between Tanzania and Zambia.”
