Introducing the Inception of the National Financial Ombud Scheme
The inception of the National Financial Ombud scheme (NFO) commenced on March 1st, following its official recognition by the Ombud Council. The establishment of NFO stems from a comprehensive initiative to merge four ombud schemes within the financial sector: the Credit Ombud, the Ombudsman for Banking Services (OBS), the Ombudsman for Long-term Insurance (OLTI), and the Ombudsman for Short-term Insurance (OSTI), all of which now operate as divisions within NFO.
Granted recognition by the Ombud Council under the Financial Sector Regulation Act as an industry ombud scheme on February 23rd, NFO saw the revocation of recognition for its four predecessor schemes, effective midnight on February 29th. Originally slated for launch on January 1st, the implementation was postponed to March 1st to allow additional time for refining governance and administrative processes.
All services and support previously rendered by the four predecessor schemes are now consolidated within NFO, offered to consumers at no charge. Described as a “one-stop, all-in-one dispute resolution service” in a media statement, NFO caters to disputes concerning credit, banking, and insurance products. However, it is not yet a comprehensive “one-stop shop” for all financial product complaints.
Complaints pertaining to financial advice or intermediary services remain under the jurisdiction of the FAIS Ombud, while the Pension Funds Adjudicator handles matters related to retirement funds and member benefits. Additionally, the inclusion of the JSE Ombud within NFO’s purview is pending.
The launch of NFO signifies a significant milestone in establishing an overarching dispute resolution service for financial consumers, aligning with National Treasury’s objectives to reform the ombud system.
