Driving the Next Exploration Phase

The EG 2026 Licensing Round marks a turning point for Equatorial Guinea’s hydrocarbons sector. By combining investor-focused fiscal terms with newly processed exploration data, the government aims to change the investment landscape and create conditions for large-scale discoveries. The initiative is designed not only to stimulate exploration but also to position Equatorial Guinea as a high-value player in global energy markets.

Industry Momentum Builds Ahead of the Round

A wave of recent developments features the country’s growing importance in the oil and gas sector. In June 2025, ConocoPhillips shipped its first LNG cargo from the Punta Europa facility, advancing Equatorial Guinea’s top Gas Mega Hub project. Trident Energy has strengthened output at Block G, home to the Ceiba and Okume fields, while implementing advanced subsea integrity technologies. Meanwhile, Panoro Energy signed a Production Sharing Contract for Block EG-23, estimated to contain 104 million barrels of oil and condensates alongside 215 billion cubic feet of contingent gas. These milestones demonstrate investor confidence and highlight the scale of remaining opportunities.

Unlocking Offshore Potential with Modern Data

In preparation for the licensing round, the Ministry of Hydrocarbons and Mining Development is leading a large-scale seismic reprocessing program in partnership with Perceptum and GeoexMCG. Covering more than 9,600 km of the Rio Muni Basin, the project applies Full Waveform Inversion (FWI) technology to deliver sharper imaging and new insights into underexplored structures. Complementing this, UK-based Searcher Seismic is acquiring and reprocessing 2D and 3D datasets across additional offshore blocks. These efforts will provide investors with cutting-edge geological intelligence, reducing exploration risks and improving decision-making.

Competitive Fiscal and Regulatory Landscape

Equatorial Guinea is growung its fiscal system to attract global capital. Recent reforms have reduced corporate tax from 35% to 25%, lowered dividend tax from 25% to 10%, and cut withholding tax for residents from 6.25% to 3%. The forthcoming petroleum regime update is expected to further improve terms, offering quicker cost recovery and stronger profit-sharing mechanisms. Together, these reforms are aimed at pushing the country’s vision as the most investor-friendly jurisdiction in Africa.

Government Commitment and Industry Vision

Minister of Hydrocarbons and Mining Development, Antonio Oburu Ondo, emphasizes that the EG 2026 Licensing Round is central to Equatorial Guinea’s long-term growth strategy. The government’s priorities include maximizing production from existing assets, fast-tracking exploration, and deploying technical innovations to raise operational efficiency. “This licensing round will bring in world-class investors, expand exploration, and generate sustainable growth,” Minister Ondo affirmed.

The national oil company, GEPetrol, is playing a leading role in advancing exploration and production. Through deepwater field reactivation, strategic alliances, and operational improvements, GEPetrol is working to boost national output and solidify its position as a premier African NOC. Supported by robust technical packages and favorable fiscal frameworks, the company is central to the government’s plan to reinforce energy security and long-term competitiveness.
