Africa’s Share of Global FDI Remains Stuck at 4–6%

The Pan-African Manufacturers Association (PANA) March 2026 Manufacturing Review, released this month indicates that Africa’s share of global FDI has remained stuck between 4% and 6% for the past decade, with no meaningful improvement. In 2025, FDI inflows to Africa fell 38% to $59 billion, while global FDI rose 14% to $1.6 trillion. Despite occasional spikes (e.g. $97 billion in 2024), the underlying quality and sustainability of investments remain weak. A key factor is how Africa is perceived to continues to struggle with “shallow industrialisation” and is largely seen as peripheral in global manufacturing value chains. The report highlights major challenges to shifting the perception barrier including structural barriers of policy uncertainty, weak infrastructure, high regulatory burdens, and limited value-add manufacturing.

South Africa Agrees to Further Debt for “Green Funding”

Germany has agreed to give South Africa ‌a new 200 million euro ($234 million) concessional climate loan, and the two countries plan to deepen cooperation in other areas like critical mineral supply, South Africa’s foreign minister said on Monday. The loan is intended to support investment in South Africa’s power grid and renewable energy capacity, Foreign Minister Ronald Lamola said after talks with German counterpart Johann Wadephul in Berlin. He said the German and European Union funding that will be utilised for green hydrogen and battery value chain cooperation, had also been extended by more than 270 million euros.

With South Africa’s current debt to GDP ratio sitting at a record high level of 78.9% and debt servicing costs now consuming a large segment of the national budget, the loan may provide support for new industrial development, however it raises the countries debt risk simultaneously. South Africa has been speaking about green hydrogen developments for some time now but have not seen much development happening raising questions about the viability of the Gree Hydrogen prospects and the purpose of the additional debt.
